Dear BRS Stakeholder,

 

The U.S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) is issuing today a final environmental impact statement (EIS) for genetically engineered (GE) corn and soybean plants for public review. The corn and soybean plants have been genetically engineered by Dow AgroSciences to resist several herbicides, including one known as 2,4-D.

 

APHIS is finalizing its assessment of these GE plants while the U.S. Environmental Protection Agency (EPA) is concurrently concluding its review of the related herbicides to assess the potential for environmental and human risks associated with the use of this product. EPA will announce the availability of APHIS' final EIS in the Federal Register on August 8, 2014 for a 30-day public review period before APHIS makes its final regulatory determination for deregulation. APHIS will publish its record of decision for the final EIS and its regulatory determination after the public review period has concluded.

APHIS is also notifying the public that its draft EIS for public comment as part of its review to determine whether to deregulate Monsanto's GE cotton and soybean plants that are resistant to multiple herbicides, including dicamba, will be available on the Web and published in the Federal Register in the near future.

 

EPA is also conducting risk assessments on the proposed new uses of dicamba and glufosinate as part of their review process. EPA will make its proposed regulatory decision available in the coming months for public review and comment. After consideration of public comments, EPA will make its final regulatory decision in coordination with APHIS' final regulatory decision.

 

 The draft EIS will be available for a 45-day public review and comment period upon publication by EPA in the Federal Register. APHIS will use the public comments to inform the development of the final EIS. Upon completion of the final EIS, APHIS will issue the EIS and associated documents for a final 30-day public review period before issuing a record of decision.
