(Lenexa, Kan., Sept. 16, 2014) - Trailnet, Inc., a non-profit organization in St. Louis, Mo., will receive $119,797 from EPA to work with local residents, governments, business leaders and universities to plan and design more easily accessible and safe bicycle and walking routes in the city.

The funding to Trailnet comes through EPA's Environmental Justice Collaborative Problem-Solving (EJCPS) Cooperative Agreement Program, which provides funding for non-profit and tribal organizations to partner with stakeholders from across industry, government, and academia to develop and implement solutions that significantly address environmental and/or public health issues in American communities.

Through its "Green Streets for Everyone" project, Trailnet aims to increase the creation of low-stress, green bicycle and pedestrian pathways as an effective way to help the city of St. Louis improve its watershed management, reduce water and air pollution, increase physical activity in underserved communities, and reduce asthma rates.

To achieve these goals, Trailnet will partner with residents, local government, business leaders and universities to create an extensive community engagement plan, including technical workshops to help residents understand how infrastructure impacts their health and well-being. Trailnet and its partners will also develop a detailed scope of work to help the city of St. Louis plan, design and construct easily accessible and safe bicycle and walking routes.

"These cooperative agreements empower communities to implement environmental protection projects locally," said EPA Administrator Gina McCarthy. "With these agreements, EPA advances our commitment to communities by providing financial and technical assistance to take action against environmental harm."

The cooperative agreement with Trailnet is one of 12 such agreements announced nationally today by EPA's Office of Environmental Justice. Each of this year's recipients are awarded up to $120,000 to support two-year projects. Projects must use the Collaborative Problem Solving model, comprised of seven elements of a successful collaborative partnership, to address local environmental and/or public health issues.

Environmental justice is defined as the fair treatment and meaningful involvement of all people, regardless of race or income, in the environmental decision-making process. These awards represent EPA's commitment to promoting localized, community-based actions to address environmental justice issues.

Great Lakes Restoration Initiative Provides Funding to Target Harmful Algal Blooms in Lake Erie

WASHINGTON -- U.S. Environmental Protection Agency Administrator Gina McCarthy today announced that the Great Lakes Restoration Initiative (GLRI) will provide almost $12 million to federal and state agencies to protect public health by targeting harmful algal blooms (HABs) in western Lake Erie. The funding builds upon the GLRI's on-going efforts to reduce algal blooms and will be made available to Ohio, Michigan and Indiana state agencies and to the U.S. Geological Survey, the USDA Natural Resources Conservation Service and the National Oceanic and Atmospheric Administration.

"The importance of clean water cannot be overstated, which is why the Great Lakes Restoration Initiative is taking further action to target harmful algal blooms in western Lake Erie," said EPA Administrator Gina McCarthy. "This important funding will address the immediate need for state and federal agencies to protect public health and build upon on-going efforts to reduce harmful algal blooms."

The new FY 2014 funding will be used to:

· Expand monitoring and forecasting to help drinking water treatment plant operators and beach managers minimize health impacts associated with HABs;

· Increase incentives for farmers in western Lake Erie watersheds to reduce phosphorus runoff that contributes to HABs; and

· Improve measurement of phosphorus loads in Lake Erie tributaries.

In early August, the City of Toledo issued a "Do Not Drink" order for almost 500,000 people in northwest Ohio and southeast Michigan when a drinking water treatment plant was adversely impacted by microcystin, a toxin produced in connection with HAB outbreaks on Lake Erie. In addition to generating toxins that pose risks to human health, HABs create low oxygen "dead zones" and harm shoreline economies.

On August 13, EPA Regional Administrator, Susan Hedman, convened a meeting of federal and state agencies to identify opportunities for collaboration to minimize HAB-related risks in the western Lake Erie Basin. GLRI funding announced today targets immediate needs identified during that meeting. The group will continue to focus resources on this issue in FY 2015 and beyond.

McCarthy, who chairs the Great Lakes Interagency Task Force, which oversees the Great Lakes Restoration Initiative, made the announcement today at the task force meeting in Washington, D.C.

The Great Lakes Restoration Initiative was launched in 2010 to accelerate efforts to protect and restore the largest system of fresh surface water in the world. GLRI resources are used to strategically target the biggest threats to the Great Lakes ecosystem and to accelerate progress toward long term goals which includes eliminating harmful algal blooms. Under the initial GLRI Action Plan, GLRI resources doubled the acreage enrolled in agricultural conservation programs in the western Lake Erie, Saginaw Bay and Green Bay watersheds where nutrient runoff contributes to harmful algal blooms. Under the new GLRI Action Plan, which covers 2015-2019, projects to reduce nutrient loads from these agricultural watersheds will continue. Watershed management and green infrastructure projects to reduce untreated runoff from urban watersheds will also continue.

SBA District Director Joe Folsom Announces Retirement after 27 Years of Federal Service

Joe Folsom, director of the U.S. Small Business Administration's Des Moines District Office announced his retirement from the Agency today.

Folsom has served has District Director in Des Moines for the last ten years where has been responsible for the management and delivery of SBA programs throughout the state of Iowa. Prior to joining the SBA in May of 2004, Folsom worked for the U.S. Department of Agriculture Rural Development in St. Paul, MN where he worked for 27 years in rural community and business development.

Folsom says that while the announcement of his retirement may seem like short notice, it's something he's been planning but hasn't been ready to announce.

"After nearly 28 years of federal service, you start to think about it, but I didn't want to make an official announcement until I was sure it was time." Folsom said. "With two young grandchildren who I enjoy spending time with and a daughter who's getting married this month, I decided to take the opportunity to retire."

Folsom said that while he's looking forward to retirement, he will miss public service.

"The ability to collaborate with others and work towards the overall good of the small business community in Iowa has brought me tremendous satisfaction," Folsom said. "The relationships created are many, long lasting, and will be remembered."

Folsom's last day with the Agency will be September 3rd.
